Senate FAA Reauthorization Bill Expected to Finally Move in March!

According to an article in the Friday February 12, 2010 Buffalo (New York) News, "Key aviation safety reforms will come to the floor of the U.S. Senate in March, after Sen. Charles E. Schumer (D-New York) persuaded Senate leadership to move ahead with legislation that had been bottled up for six months." Senator Schumer was reportedly informed by Senator Harry Reid (D-Nevada) that FAA authorization and safety regulations will be considered over the course of a week. According to the article, "Perhaps most importantly, the Senate bill would raise pilot-training standards and set requirements for the airlines' remedial training programs." What is unknown is whether the Senate Finance Committee will mark up the bill before it goes to the Senate floor for debate, or if the Finance Committee will just let the bill move forward without a markup. HAI is closely monitoring this change of events and working behind the scenes with key Senators and their staff on provisions in the Senate FAA Reauthorization Bill. The House passed their bill in May of 2009, and the legislation has failed to advance in the Senate.

The House passed a three-month Federal Aviation Administration (FAA) extension today by voice vote. The bill (HR 4217) would extend aviation taxes and the authority to spend the money raised from those taxes on FAA programs through the end of March, giving Congress additional time to reach an agreement on a long-term FAA reauthorization. The current extension expires at the end of December.

September 20, 2009:

On July 14, the Senate version of the Federal Aviation Administration (FAA) Reauthorization was unveiled, the "FAA Air Transportation Modernization and Safety Improvement Act" (S.1451). But the aviation community has had a tough time this fall getting Congress to focus on the bill, and had to settle for yet another extension. On September 20, a coalition of aviation advocacy groups submitted a letter to the U.S. Senate pressuring them to use the extension time to come up with a comprehensive reauthorization package, instead of simply continuing to grant extensions, as it has done seven times in the last two years.
